Ernst Berl (1877-1946) writes to Max Bredig (1902-1977), permitting Bredig to use him as a reference for "the new alien registration." Berl refers to President Roosevelt's January 1942 proclamation, which required non-citizens from Italy, Germany, and Japan to register with the U.S. Department of Justice.
